A new mixed-use development hopes to draw shoppers and apartment dwellers to a quiet corner in Fairview.
If approved, the three-story building would house residents over retail space at the corner of Market Drive and Village Street in the Fairview Village neighborhood. Developer Garth Everhart is backing the project sited for roughly one acre.
Blueprints show four commercial spaces of varying size on the ground floor, plus two floors with 11 apartments each. The proposed living spaces are primarily one and two-bedroom units, according to the designs.
A prebuilt parking lot would serve the site. Adjacent uses include the Fairview Post Office and a Veteran's Affairs clinic facing Northeast Halsey Street.
The block of land containing the clinic and the proposed building has been sold for prices ranging from $1.7 million in 1996 to $5.7 million in 2006, property records show.
Planners laid the first cornerstones of Fairview Village in the late 1990s. Construction of City Hall wrapped in 2001, and was followed by the opening of a Target department store in 2002. The subdivision is technically known as a planned unit development.
"They developed specific zoning and land-use standards based on the development that (was to) take place," Fairview City Manager Nolan Young noted in a phone interview. "(Mr. Everhart) was a major player in the initial village development."
